Is there a way to create a solid background for iOS (other than black)? I'm not digging the built in wallpapers. I was thinking something like a solid blue.

There must surely be an app for that.
EDIT: something like this? https://apps.apple.com/us/app/solid-color-wallpapers/id1530725189

Google? I know 512pixels has a bunch of them upscaled and resized for newer devices (although those may just be MacOS wallpapers, not iOS). But yeah, Google will point you to what you're looking for.

Use Bing and search for "solid blue". Choose or enter a size.

^^this.
Or: just bring up a solid blue image, make it fill the screen, screenshot it. Crop out the wings/top-of-screen, save to Photos.

On a Mac, I usually use System Preferences->Desktop and Screensaver->Apple->Colors and set my desktop to the color I want. Then I screenshot it with the keyboard combo Command + Shift + 4. You can usually get close to the resolution size for your phone but with a solid color it doesn't matter too much. Then I rename the file and upload it to my pictures, and sync. I keep a wallpaper subfolder where I dump colors and pictures so I have them, outside of the standards Apple gives you.
On a PC I use Paint, open up a new file and set the size to whatever my phone screen resolution is. Then I just pick a color and use the fill option to make it a solid color, and save it.

See above but are you wanting to put it as a background in folders ?
Suppose you open a dossier, rt click in the space and you'll find 'view options' where you can choose 'colour' and if you click on that you get a colour wheel so you can choose the colour you want.
(This works best if you select 'icon' view because then you have space to click in)

You can use a JPEG or PNG image as a wallpaper. For example, you can use an iPhone photo or an image stored in Photos.
To create a solid color background is really easy. You will need an app capable of creating a JPEG or PNG, but those are easy to find, even the freeware ones. You can even create it on a computer then send it to your iPhone or iPad via email or some other method then save it to Photos. Since it is a single solid color background you don't need to worry about getting the proportions right, you can even create a large square image. Size should normally be the size of your screen, but to cover any iPhone screen with a single color wallpaper a 1920 x 1920 pixels image is more than enough. Save the file to Photos.
Go into Photos, select the image to use as a wallpaper, press the icon with square and arrow pointing upwards out of it, scroll down and select the "Use as Wallpaper" option, follow the instructions and your are done.
A solid color wallpaper is easy. If you decide to create a wallpaper with a design, then be more conscience of the screen proportions of your iPhone or iPad, otherwise it might not display the way you think. Also, if you want to ensure the colors look good, apply the Display P3 color profile to the wallpaper when you are creating it. That matches up to the screens on iPhones, iPads, and Macs.
